對於我國及全球都影響巨大的嚴重特殊傳染性肺炎（COVID-19）除了日常生活外，對社會工作的領域又產生了什麼樣的改變？而社會工作者在這樣的情況下該如何去面對和因應這樣子的改變呢？在災變領域，更是沒有類似的案例可以做為疫情下服務的參考，在改變了許多生活習慣的情況下，社會工作者能夠繼續運用過去的福利輸送方式協助這些弱勢家戶嗎？又如何讓服務持續？這些都是本研究所欲探討的問題。 本研究採用檔案研究法及深度訪談法兩種方式，以訪談法為主檔案研究法為輔，蒐集新北市政府社會局社會救助科所提供與疫情相關之統計數據資料，並訪談8名受訪者，包含公私部門之社會工作者，期待了解疫情中，新北市所提供的救助
政策以及實施的情況和服務的成果或成效、傳統福利服務輸送的內容是否因為這次COVID-19疫情而產生改變，以及實務的社會工作者自身的感受，並提出未來可以進行改善的目標以及貼合實務層面的建議。 為了在疫情下也能持續的服務個案，除了原有的服務之外，社會工作者又多了些什麼加值服務？除了訪談中提到的一人一社工，救助專線外，也有不同單位間開始嘗試基於信任的先服務後補資料，或是嘗試將課程轉為線上模式等，都可以看出社會工作者為了疫情而做出的努力。研究建議部分，針對與疫情相關的建議，是應重視社工人員在防疫期間的投入，加強疫苗施打以及防護裝備的提供。在實務工作上，建議未來可以對各種類型的災難進行模擬演練，特
別是如同本次COVID-19疫情的流行傳染病災難、提供轉換服務方式所需要的軟硬體設備和相關的教育訓練課程，並針對這次疫情製作工作手冊作為未來工作上的指引，同時無論是否是在疫情下，都要重視社工人員尋求心理支持的需求，於服務的各階段中提供並鼓勵其使用。對於政策及制度，則建議能夠重視在防疫中不同單位間對社工人員的認知及角色定位誤差、直接宣導社會工作者在防疫工作中的角色，以社會大眾的視角去提升社工人員的地位及專業觀感，以利尋求穩定的人力投入，減輕社工的服務壓力也降低人力的流動；未來若疫情持續，也能每年定期集合相關或不同領域的社會工作者共同研討防疫及服務作為。
