觀光意象是代表旅遊地給予他人的感知,亦會影響遊客到旅遊地的決策過程、動機、滿意度及重遊意願等。過去學者多著重從地方觀光意象形塑方向進行研究,較少探討長期發展所產生的流變。本研究採用質性的深入訪談法,對象的選取分為在地人與遊客兩方面,以不同的觀點及經驗還原現場。首先,發現集集發展觀光歷程可分為「初試啼聲」、「聲名大噪」及「裹足不前」三個階段,再根據受訪者參與不同時期的觀光內容後的經驗及內心縮影,建構出「純樸的、悠閒的、寧靜的」、「欣欣向榮的、熱鬧的」、「混亂的、匆忙的、華而不實的」之不同意象,顯示出同一旅遊目的地之觀光意象在時間脈絡下的動態改變。此外,本研究亦發現變遷的影響作用力,有「政權更迭

交替」、「地方勢力介入」、「欠缺整合管理與空間規劃」、「經濟生態改變」四項因素。藉由這些作用力所造成的意象變遷,也引發受訪者對集集永續觀光課題得省思,並興起「失去焦點」、「短視近利」、「同質化」、「邊緣化危機」等等現況發展批判,這也是集集觀光永續發展面臨的挑戰。研究者亦掌握近期集集觀光相關組織為了挽救觀光頹勢所作的努力,這些因危機意識而由當地業者或公部門採取的行動,尚未具有整體變革之成效,也仍無助於變遷中之集集觀光意象的扭轉。最後,歸結受訪者對集集觀光意象再造所提出之永續對策有「重返純樸」、「去蕪存菁」、「組織面的改革」、「聚焦文化觀光」等面向,值得後續持續實踐與關照。
