摘要臺灣兒童及少年安置及教養機構的評鑑開始於1981年,往後每三年為一期,對各安置機構進行考評。自2002年臺灣開始進行聯合兒少安置機構評鑑計畫,從評鑑核心的指標當中來檢視與呈現機構服務的成效及品質,並依照其評鑑結果,將各機構區分為優等、甲等、乙等、丙等、丁等。在評鑑制度的過程中,主要係藉由審查委員不同專業判斷的指標來概定機構各項服務的優劣,然而卻忽略政策端與機構端之間雙向的核心價值。為此本研究將針對評鑑指標中的行政組織與經營管理、建築物環境與設施設備、專業服務、權益保障、機構特色或專業服務特色等,五大指標,來訪談高雄市四間所兒少安置機構主管人員及工作人員,透過評鑑準備過程的實務經驗以及不同

角度的看法從實務寶貴經驗談,進行來實質探討評鑑制度指標的適切性看法研究與調整空間。本研究結果得知,對於兒童及少年安置機構所實行的機構評鑑,研究對象均認為,確實能夠提升安置機構的服務績效與成果展示;另外,對於評鑑制度所帶來的正向實質效益與回饋也表示確實有存在與繼續辦理的必要性。未來,在評鑑內容、評鑑方式、評鑑結果的操作層面上,期許能夠有效率的展現兒少安置機構的實際運作情況與成效,而評鑑委員能夠更以客觀、宏觀、兼容的角度去進行訪查機構,並能提供兒少安置機構實質之改善要點與建議事項,藉以達到永續提升國內兒少安置照顧之水準,而最終受益的將是自小被迫面臨社會困境,而尋求社會安置服務需求的兒童及少年。
