MSP can give you the ability to interpret and engage your clients' movement. Since MSP is a brand new course, many people have some questions to it. What can we really learn from it? 水下文化資產保存之立法與展望—聯合國教科文組織公約與臺灣、中國法律之比較

聯合國教育、科學及文化組織於2001年通過《水下文化遺產保護公約》,公約秘書處除致力於倡導各會員國批准、同意、接受或加入公約外,亦鼓勵各締約國檢視其內國法律與公約進行調和,期讓公約成為國際上水下文化遺產保護一致適用的最低標準。我國《水下文化資產保存法》於草擬之際,即以公約內容為基準納入草案條文規定,然在法制化過程中,部分條文內容受到其他政府機關(構)、各領域專家學者意見、以及另一重要法律《文化資產保存法》所建立的陸上文化遺產保護機制等國內環境因素影響,而成為具臺灣本土特色的水下文化遺產保護法制。中國《水下文物保護管理條例》則先於《水下文化遺產保護公約》訂定,其後雖有專家學者提出應與公約調和之

建議,然其後續於2018年的修正草案,僅納入部分公約原則。文化決策雖與一般政治性決策環境影響因素不甚相同,惟聯合國教科文組織《水下文化遺產保護公約》係為各國政治角力下之產物,臺海兩岸水下文化遺產之法律、行政制度就本質而言,仍可適用於一般公共政策的決策方式,故本文將以政治學的系統論及決策理論為研究途徑,嘗試分析聯合國教科文組織《水下文化遺產保護公約》、我國《水下文化資產保存法》及中國《水下文物保護管理條例》法制產出的環境、決策參與者、決策過程及後續政策執行等,特別是決策過程中的爭論議題,並提出我國在將《水下文化遺產保護公約》內國法化過程中未加以考慮,但於未來可能面臨的執行問題,供未來相關從業人員

近幾年隨著IoT的興起,嵌入式系統在無線網路的應用越來越多元,5G技術雖是近期趨勢發展,但訊息涵蓋範圍與成本是關鍵問題,而Wi-Fi中已有許多成熟的協定相關模組且價格低廉。Chiu and Tsai所提出之設計與實現物聯網資料收集之Wi-Fi樹狀網路,使用ad hoc建構了樹狀拓樸,提供更有彈性的建網,並使得隨意建網的架構更佳有效率,在維護機制方面提出相關目標函數與建議設置參數值,使網路節點負擔降低,在收集系統中,提供了改善傳輸品質的重傳機制,以及對於樹狀網路閘道器維護與錯誤排除的功能,讓樹狀網路能在複雜的網路環境下穩定運作。本論文以Wi-Fi樹狀網路為基礎,在傳輸定點監視器影像時,發現二個

問題,第一為樹狀網路容易遺失封包,只適合應用於智慧路燈、智慧電網等文字類型的資料收集網路,無法傳輸具時域性的封包類型;第二為服務品質(QoS)的問題,無線網路協定中雖有IEEE802.11e協定保障了不同服務資料在有無線基地台(AP)情況下的服務品質,但樹狀網路為節點所建構出的ad hoc網路,並不適用IEEE802.11e協定,因而無法處理壓縮編碼的媒體資料。為克服這些問題,本論文提出基於樹狀網路之多路徑優化架構,並實際設計硬體測試隨機網路架構中單一路徑與多路徑的傳輸結果分析後,將多路徑演算法應用於樹狀網路之中,使得樹狀網路架構的傳輸可以降低遺失率。在建網機制中採用有限多路徑的建網機制,使網

路不會大量傳輸複製封包,又可以達到資料補償降低遺失的效果。在維護機制中改變樹狀網路原有的維護機制,捨棄多餘的封包傳輸,使多路徑的傳輸更有效率,並提出偵測斷網的機制,找出不穩定的路徑並將其斷線,避免某條路徑因重傳次數過多而造成網路壅塞的問題。最後在NS-3(Network Simulator 3)中模擬多路徑演算法實施於樹狀網路的證明其可行性。
